WGSA League 14u Division Rules
Governing Rules: USA/ASA Softball Official Rules prevail unless modified by WGSA.
All coaches, players, and spectators must follow the WGSA Code of Conduct.
1. General Field & Equipment
- Pitching Distance: 43 feet (front of rubber to point of home plate)
- Ball Size: 12-inch (.47 COR) official softball
- Face Masks:
- Mandatory for all defensive infielders
- Optional for outfielders
- Batting helmets must be NOCSAE‑certified with a permanently affixed face guard
- Cleats: No metal cleats allowed in recreation league play
- Dugouts:
- Home Team: 1st base dugout
- Visiting Team: 3rd base dugout
- (No exceptions)
2. Game Timing & Standings
- Spring Season:
- 1 hour 30 minutes (no new inning after time expires)
- Finish the current inning
- Maximum game length: 1 hour 45 minutes
- Fall Season:
- 1 hour limit
- No new inning after 60 minutes
- Timers may be used at 50, 55, and 60 minutes
- Unlimited Run Inning:
- At the 1:20 mark (Spring), the umpire declares the next inning the Unlimited Final Inning
- Official Game:
- Final after 4 full innings, or 3.5 if Home Team is leading, when stopped for weather
- Mercy Rule:
- 12 runs after 3 innings
- 10 runs after 4 innings
- 8 runs after 5 innings
3. Offensive & Defensive Play
- Batting Order:
- Continuous batting order required
- All players present must be in the lineup
- Defensive Players:
- Teams field 9 players
- Entire roster bats
- Bench players must be substituted defensively, but the batting order stays the same
- Lineup must be presented to the opposing coach and umpire before the game
- Run Limit:
- 6‑run limit per half‑inning
- Except during the Unlimited Final Inning
- Base Running & Stealing:
- Stealing allowed only after the ball leaves the pitcher’s hand
- Look‑Back Rule:
- Enforced once the pitcher has control of the ball inside the 16‑foot circle
- Pitcher must not be making a play
- Runners must immediately advance or return
- Dropped 3rd Strike:
- In effect when 1st base is unoccupied or there are two outs
- Contact Rule:
- Runners must slide or attempt to avoid contact when a play is being made
- Determined by umpire discretion
4. Personnel & Conduct
- Tobacco/Vaping:
- Prohibited on the field, in dugouts, and within 50 feet of bleachers or playing areas
- Pre‑Game Meeting:
- Head coaches and umpires meet at home plate
- Exchange lineups 20 minutes before game time
- Post‑Game Protocol:
- Teams line up for sportsmanship (fist bumps/handshakes)
- Teams gather for a final cheer before exiting the field
- Disputes:
- Issues between coaches must be handled off the field
- Must go through the Head Coach and Umpire at home plate
- The Home Team scorebook is the official record
5. Substitutions & Pool Players
- Core Players:
- A team may play with a minimum of 5 core players
- Pool Players:
- May be used to reach a 9‑player roster
- Must bat at the end of the lineup
- Must play outfield only
- Exceptions: Catcher & Pitcher may be allowed if agreed upon
- Pitching Eligibility:
- 14U: Pool players may not pitch unless both primary and backup pitchers are unavailable and both coaches agree
- 11U: Pool players may not pitch or pool play without approval from Player Agents, VP, or President
6. Field Breakdown & Coach Responsibilities
- After the last game of the day, Home Team coaches must assist with:
- Removing bases
- Taking down shades
- Helping with concession stand breakdown
- Dugout Clean‑Up:
- Each coach is responsible for cleaning their dugout after their scheduled game
- Appeals:
- Coaches make an appeal with the Home Plate Umpire
